Tracie is a public health advocate with over 30 years of experience in public policy and the nonprofit sector. Her work focuses on substance use and the disproportionate impact of the War on Drugs on Black communities in the U.S. As Senior Vice President of Policy Advocacy at the Legal Action Center, she led efforts to advance health equity and criminal justice reform. She is a former member of the New York State Opioid Settlement Fund Advisory Board.

EILEEN LIANG-MASSEY
Finance & Operations Manager · She/They
Eileen has built NBHRN's financial and operational infrastructure since joining in 2024, including leading the organization's 2026 transition to full fiscal independence. She holds an M.Phil in Sociology from the CUNY Graduate Center, where her research examined the Black Panther Party's politicization of hunger and care, and spent six years as Assistant Director of The Center for the Study of Women and Society. At NBHRN, she leads finance, compliance, and grants administration.
